Budget laptop

My girlfriend is looking for a really budget laptop.  We're really tight on our budget, so the cheaper the better. Anyone have any recommendations?

 

She want just basic necessities. Word processing for school papers, skype chat, and netflix watching. 

Webcam is a must.

Screen size/resolution doesn't matter.

As long as it can do the basics, it doesn't matter.

Tablets also work, but are not proffered, would have to be a really good price.

That Acer chromebook that Linus reviewed recently seems pretty good, and I think he said it's only $300.

Does it have to be windows or any other specifics at all?

Absolute max budget is 400$ and that's a hard max. The chromebook doesn't work as skype is not supported on Chrome OS.

OP have you thought about refurbishing a used ThinkPad?

Well yes, but if the OP has skype contacts then hangouts doesn't really help
