So here's the scoop, bought this brand new graphics card,installed it .leds turn on but fans don't spin and it isn't being detected in device manger ,the vga light was on but I got it to turn off and it still isn't being detected by pc,

 

System specs 

I9 10900k 2x m.2 

32gb of ram 

Z490 gigbtye vision d 

1300 watt psu 

   Side note I recently heard my psu fans ramping up and going back down .wonder if my psu is just going bad I've owned it 4 years and have over clocked three cpus with it .my 1080 ti however is being detected by pc .please help
