strange 3080 mining behavior

hi, my 3080 is a Gigabyte Gaming OC. 

1. for some reason it only uses 5gb/10gb vram

2. also, from time to time it steps down like in pictures. hashrate is affected from like 92 MH to 82 ?

It's not meant to use all of your vram, and hashrate fluctuations are normal.

no, like, why my gpu steps down in speed from time to time?

also, found this fix: https://www.nicehash.com/blog/post/how-to-remove-vram-limit-in-nicehash-miner

but did nothing. (using nicehash+phoenix)

Because the software asks less of it.

Becasue the software doesn't need more than it's already using...
