I just wanna ask if it's ok to pair a i5 10400F/1660S OC combination into a high-end Z490 board like Maximus XII Hero or can I just stick on a much cheaper Z490 like the Strix Z490-E

I'm also considering the 3300X/1660S OC combo into a X570 Crosshair VIII Hero(High end) or Strix X570-E or the MSI X570 MAG Tomahawk(mid)

Is it overkill to get a Maximus/Crosshair? In my understanding about future upgrades, I don't know if it's overkill or should I go with the 200$ boards

with Intel > 10700K
with AMD > 5600X if it is in stock

Possible GPU upgrade: 3070/3060 Ti

Should go with Ryzen 5600X/5800X/5900X IMO as it's much better long term. If you want Intel, then wait for next gen before you buy.

If you want to overclock, the Crosshair boards isn't bad (Just remember to turn off armor crate in bios) 

If not, then just get a B550 Tomahawk or something like that

I might wait for the with Intel, still checking some possibilities and taking AMD for consideration and check them both once the next gen comes out. However is it weird if I use a 1660 Super OC as my first GPU? I really can't afford some 2070 Super/3060Ti/3070 right now. haha

I do plan to do some light overclock but I still know little about overclocking, can you give some insights as well where I can learn more about overclocking for either AMD/Intel. That would help a lot.

If you want to overclock on intel, you'll need a K series or other unlocked processor. AMD is the best price and performance right now. Here is a good place, but practice is the best. Overclock.net is also great. Looking at different guides isn't too bad either. You'll have to learn about the different terms etc. First step would be to learn about voltage drop, load line calibration. 

1660 super is okay and if your on 1080p, then it's just fine to start with.
