System not shutting down!

Hey Guys I just built a rig and im having a power issue! When I shut down, restart or sleep the monitors go to sleep however the pc seems to stay powered, lights and fans. The only way to shut down completely is to push the power button. Same when I put it to sleep. monitors go dark but lights and fans stay on. Only way to start it back up is to power it down with the power button and power on again! Please help!
