I had similar issues with my 7700K (4 cores tho). They were pinned at almost 100% constantly with my 1080 Ti at 3440x1440. The game is very demanding on the CPU. The best you can do is disable NVIDIA REFLEX (if you have it ON) and limit FPS through NVIDIA control Panel.
