Happy New Year to everyone

This is going to be a big post, but i will try to explain everything i have done - try until now.

Specs

10900K (previous 9900K)

MSI Z490 Meg Ace (previous Aorus Master)

Nvidia 3080 MSI Gam. X Trio (using risen cable)

G.Skill 4x 8Gb @3600 cl16

HX1200i 

NvMe2 Samsung 970 plus (1T a d 0.5T)

Custom water loop from EKWB

So i bought my new 10900K and my MSI ace mobo. When they 1st came i saw that 1 of the safety sticker into my cpu box was opened. Not cutted but open. After that i saw some marks into the cpu itself but i said it might be marks into the cpu plastic cover. I opened the cpu and while i was checking the cpu some thermal paste lest over my fingers. So it was a used one.

I immediately informed my supplier about it and while i was waiting a reply, i said to check how it performs to oc and if its ok i could keep it. I took out my old drives, install a new M2 drive, install windows, drivers, update bios and tried to oc.

So i went ahead and manage to get stable w/o avx offset 5.2Ghz @1.335v. Prime95 with avx for 2h, some threads hit up to 95*C though for a moment, mostly where sitting at 85*C. Tried prime95 blend with unigine heaven running at the same time, 8h everything was looking solid.

I said it looks great i should keep it. I install my only game BFV and went ahead to try my oc. The game was stuttering like hell, couldnt play at all. I thought my oc isnt as good as i thought. Tried to go back to bios, put default settings and try again. Nope it didnt work. windows corrupted. I thought again was normal due to my fails while i was trying to oc. 

Format and start again from 0. I tried to install origin again but nope... files where missing... tried again, but failed. I am not sure if windows failed again because i did install them 2 or 3 times again. Searched the net and found those 2 files, i install them and tried again with to play BFV and see how it performs. Nope stuttering all over (while i alwas on default bios settings)

After that i tried the following:

Tried 2 memory sticks out of 4.

Changes pcie vios to gen3

Changed vccsa vccio values.

Dram up to 1.4v

Many possible stuttering solutions found on net, from mouse sensitivite etc

I even took out my new M2 drive, put back my previous drives with all previous BFV settings as well as nvcp settings.

Downgrade mobo bios

Nothing worked out.

My frames are almost solid around 140, but got frametime spikes from 5ms up to 20ms up to 50ms differences.

Any opinion?  What else i can do? Spend a small fortune on this upgrade and got such issues.

The only thing i am currently thinking is my psu cant handle it which is shouldnt, or my mobo is broken or faulted (i read about someone having same issues and he found that vrm were faulty)

If the CPU was sold to you as new, but it was opened and clearly used.. your first mistake was using it and testing it yourself.. now you could be held liable as the seller could say it was caused by you on anything. 

 

Also, test withOUT a riser cable first if you want to test properly to ensure no signal issues with the Riser cable.

Your riser cable might be the issue as well. Have you ever tried running the system fully stock with xmp on?

I thought about it, but riser cable wasnt an issue before. I was running my previous setup with this riser cable for more than 2y w/o issues. I have a 2nd one, maybe i should try that as well, but i dont believe this is my problem.

I tried to put my gpu directly to my mobo as you both suggest, but unfortunately -.- the position of my water pump doesnt allow me to.... And i dont know what to do as well in this case.

Xmp on off, didnt change anything

The weird is that even cap my fps at 120 i get fps from 116 up to 120. If i cap them at 140 then i get fps from 136 up to 140....

And my 3080 can easily handle those fps... 

Another update:

I have taken all my usb cables off the mobo. I have checked my net cable with a constant ip ping (not an issues here) nothing worked out.
