are you in manual or auto overclock?  The precision boost from what I understand only works with auto overclocking.  And the overdrive adds up to 200mhz more.  A lot of this depends on what your motherboard is capable of too, plus cooling, not just the CPU.

Auto  ( I havent changed any of the settings)

That sounds right then, base is 3.6 and I'm getting 3.8 on all cores

I only have a 2600, my base is 3.4 and my auto control keeps me at 3.8 default.   What I have really found though, is that the bios you are running will have a big affect on your speeds, one bios I was running had me at almost 3.9 in auto, others down in the 3.7 range.  Your memory speeds come into play as well, the 2600 seems to like 3200mhz.  I also have cool n quit turned off too, maybe that has something to do with it, dunno.  I used to put so much time into getting a better overclock, now I usually just put it at default and let it run, the gains are negligible to what you used to be able to gain the past.  I would run my old phenom ii 965 Black Ed. all the time at 4Ghz but that was only 4 cores, and it had a 125w limit, the base on that was 3.4 i believe and it is over 10 years old now.

 

If you want to see 4.2 though, you are best off putting it there manually

I was rendering a video last night, and my 3900XT was sitting at a nice cool 63C, and I was getting frequent boosts up to 4.8ghz, but CPU utilization was only at 80-85%.
