Almost anything on the market today will play starcraft without any issues.

Do you have any other criteria? What's your budget here?

 

It all depends on your needs. Linus did a video recently for budget builds and they were both pretty close in terms of performances, but when you considered things like the upgrade path and overclock, AMD was the clear winning. 

With AMD, you can take a low end CPU and pair it with a b450 motherboard for cheap and later on down the line upgrade to a 5800x or something if you wanted. They are also all overclockable, too.

With intel, your upgrade path is very limited and you can only overclock on their more expensive boards.

You mean Starcraft 2? Considering its over 10 years old base game, and latest expansion released 5 years ago, pretty much anything will work.
