Benchmarks often value consistency. If you have slight stability issues, frame drops will result in a worse score. Install Afterburner and use the overlay to monitor boost and fps. You could have the card actually dropping mhz, resulting in less than the stock clocks if it is unstable. You may need to increase the power target on that card. I have no experience oc on that chip, so no idea how far you can push it and what options you have.

Memory OC may be too high. If there are memory errors, this can reduce performance. That's where I would start.
