I'm confused

So I'm using a asrock 450m pro4 and the power supply I'm using it's pcie port doesn't go anywhere on the motherboard from what I see and I need help

That goes into a PCIe device, like a GPU (if you have one). It does not plug into the motherboard itself.

This is very much a case of RTFM: Read The Effing Manual. It says there pretty clearly what plugs where and at no point does it tell you to plug the PCIe - connectors to the mobo.
