If your second fan is spinning super slow, it could cause the card to read lower than expected rpm and thus it'll spin the fans to 100%, I know it happens with a few of my GPUs

 

As for a fix, you can refer to linus' video about GPU fan swap with case fans, it works for open air coolers

Hi today my fans on ZOTAC 970 4bg started going like crayz. I was just watching  Netflix and it started to sound like Jet engine i checked temp it was only 40°C i couldn’t change fan speeds with Firestorm. I tryed Clean installing GPU drivers (so drivers weren’t a problem). I tryed virus scan and reistalling everything (so virus or malwere weren’t a problem). then i noticed that 2nd fan span supper slow so i tryed to give it a little help but i accidently hit  fan that was goin 100% and it broke off. I already ordered new ones. So my question is can broken fan make other fan spin faster. Can replacing fans help my problem? Or it could be software problem?

ty i will try doing that but could i broke one blade off the 1st gpu fan so it will be balanced? i just need temporarily until my new fans come

Uhm, you'll have to break the opposite of the blade that broke, on the same fan

But most fans have odd number of fins because of acoustic reasons, I heard, so you probably can't

i just watched linus video and it said that i can’t control the speed of fans and i only have 1 case fan to spare so if i have 1 broken but working and 1 case that means that original fan will still be going 100% unless i take it off. i probably could have just 1 case fan and it would work at least on low load. i have rly good airflow cuz i don’t have sidepanel of my case on.

You can control it if your motherboard can control your fan based on GPU temps, not many supports that unfortunately

But running at a constant speed isn't too bad

 

And you'll probably remove both fans including the shroud if you're using case fan mod

-sigh- feeling like I'm being too negative lately

i’m actully working on it rn but first i will test how high does temp goes without fans on low load like mc or minecraft
