Ryzen 7 3800X on a B450 Gaming X with 16gb 3600mhz with a beefy 2 fan cooler. The problem here is, going 4425MHZ at ANY voltage makes R23 crash, but going 4400MHZ at any voltage above 1.35 works just fine. My cooler can hold it, 77C at 4.4GHz and my PSU can hold it, 750W 80+ Gold. Is the motherboard the fact that i am limited to 4.4GHz because that seems to be the only logical bottleneck?

No it isn´t. Most Processors just don´t go over a certain Multiplier.  Have the same problem with my processor on the top of the line overclocking motherboard that i just can´t get it over a certain multiplier. You could change blck but this is risky as it affects other system parts. Motherboards arent that important in overclocking as long as it doesn´t overheat.
