defective graphics card?

so i just bought a new msi ventus 2 fan rtx 3060ti...i put it in my pc plug in my 8 pin power supply, turn on my pc, all my pc parts are working fine but my graphics cards fan is not working and no display comes up. so its basically dead right? i put in my old graphics card the rx 590 and it works perfectly...so i dont if it is just that new graphics card i bought off amazon.

Whats your PSU? Could be dead but also could be not getting enough power
