We will need more info in order to be able to assist in any way. A good start would be for you to provide us with the following information:

 

- What are the specs of the machine? What did you install now and did you have before?

- When you say new, do you actually mean "new" or are the components new to you, meaning they are used. 

- Did you have any issues before the upgrade?

- Have you overclocked anything? Have you been messing with the BIOS, changed anything in there?

- Does the crashing occur with A game or with ANY game?

- Does the crash occur immediately after launch or later after you have been playing for a while?

- Keeps crashing to Window, gets a BSOD, black screens? What exactly does the crashing consist of?

So these components are just new as ive taken them out the box a few days ago and installed them

My specs are:

CPU: from an i5 8400k to a i7 9700k

GPU: Gigabyte 2080 super 

MBO: MSI Z370 gaming plus

Ram: from 1x8gb to 2x8gb Cosair vengeance lpx 2400 mhz

PSU: from i've forgotten to a Kolink classic power atx power supply 700w

 

It happens in all the games that i've played since i've upgraded. When it crashes my rig just turns off for a second and turns back on.

 

I have been trying to over clock but i did do a reset on msi afterburner after it started to crash.

If the computer is just shutting itself down indicates one of two possible things. First something could be overheating. I would install HW Info and keep a close eye on the idle temps of the CPU and the GPU. While either can be the culprit usually it is the CPU, as the application of the thermal interface and the mounting of the cooler is left to the user. If you see something weird going on with the temps, meaning high idle and extremely high under load, I suggest you first check the mounting of the CPU cooler and if necessary take it off and re-apply thermal paste. The second thing that can cause a PC to shut itself down under load is the power supply. If there are some power spikes this can be tripping the PSUs over current protection and thus shutting down the computer. Considering that Kolink is a very budget-oriented PSU brand and the components used are probably quite cheap, your issue might very well be caused by it.

If this is the case, probably the issue is caused by your PSU. Would look into perhaps testing with another PSU if it is available to you. Getting a new power supply outright is also a possibility, as the unit you currently have isn't really a great quality unit.
