Threadripper Not Running at base Speeds

If the base speed of a Threadripper 1900x is 3.80Ghz. But my 1900x is running at 3.50GHz under 90% load. Why is my Threadripper 1900x running below base speeds at 90% usage?

does it run at base clock in other programs?

It could be thermal throttling? AMD says "Max temps: 68 C" on their webpage.

How could I test this, to know if it's thermal throttling?

I'd do what @Electronics Wizardy suggests. Run a different or lesser load, keep an eye on temperatures and see if it stays below 68 C and/or reaches higher clocks.

Is your cooler capable of cooling the 1900X properly?

My cooler is a Noctua NH-U9 TR4-SP3. With Noctua thermal paste.

Hmm well the 1900X is on Noctua's "compatible" list, but it does mention "low turbo/overclocking headroom". I would try setting your fans to 100% for maximum airflow as an experiment. Maybe you just need a more aggressive fan curve to keep things cool.

Ok, I will try that.

If it still gets too hot you could try remounting it, double checking if you have used enough thermal paste and have gotten good contact/spread.

The fans are running at 1950 RPM and it says the max is 2000 RPM so Im already running at the max speed.

I think my CPU is on the brink of thermal throttling. The temp of my CPU right now is 68c. Right now its also at about 93% usage.

Yeah sounds like it's thermal throttling a bit. I don't know if you built it yourself, but if you feel comfortable doing it you could perhaps apply a fresh coat of thermal paste and reseat the cooler to see if that helps. Otherwise not much you can do except getting a beefier cooler if your case allows for that.

Well i just built my system about 2 weeks ago so I don't think I need new thermal paste. Maybe all just get a bigger cooler.
