Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): 

All that I need is a GPU, CPU and a CPU cooler

Is the budget for just what you need or does it include the items you already have?

 

Also without a PSU you will have a flashy paperweight

get a rtx 2060, if you demand higher fps or monitor resolutions etc go for a rtx 3070

Well since this is 2020 I will have to wait a little longer to get my PSU due too finances. Emergency came up and had to use the remainder of my budget. But I’m looking to get the Ryzen 9 in the beginning of the new year.

I will be getting a RTX 3070, unfortunately everything is sold out. I did find a guy close to where I live that is selling a EVGA RTX 3070 XC3 Ultra edition for $750. 
Should I wait till GPU’s are back in stock?

Or should I buy that one?

Here in the UK although it is patchy GPU stocks are retuning but I would not suggest they are anywhere near normal, that said if you will be needing a CPU and PSU both of which are also tricky to source then what's the rush.

 

Short version I would wait.

Agreed! I will wait once the new year hits most of my part won’t be here till the middle of January due to stock and shipping.

Yeah that’s what I’ve been seeing. Nvidia website has the MSRP shown. So I’m going to wait!
