Random FPS drops Nvidia GPU rtx 2060, general browsing

Crucial SSD 2TB

Bunch of Hard drives

EVGA G2 850w PSU

Dell U2414H monitor 60hz

PC was working fine with a AMD R9 390 no problems while I received a RMA'd refurbished EVGA RTX 2060. Used DDU to uninstall the AMD GPU drivers, turned off PC, install the refurbished RTX 2060, installed new Nvidia drivers version 457.51. Everything worked fine until randomly at times I'd get fps dropped for a period of time 5+ mins or so and everything lags, used Fraps to check FPS and it was 20-30 fps so my FPS halved just browsing, scrolling up/down, watching videos on Youtube, while when the GPU isn't acting up its 60FPS smooth. Checked all SDD/HDD, GPU, CPU, RAM usage and all were low since I have only general applications open which I then closed but made no difference. No high temps on CPU/GPU/Drives either.

The problem presisted on even the previous RTX 2060 that I RMA'd but the sudden lag drop didn't happen when I used the GPU when it was working properly earlier in the year but with older drivers

Any idea what is causing the random lags?

Wait - the RTX 2060 was RMA'd by another person?
So you have a defective/broken one?

I had a RTX 2060 that I RMA'd since it kept crashing the whole PC (shutdown), I used the R9 390 in the meantime, then I recieved a new RTX 2060 from the RMA but it still has problems.

Have you tried without a bunch plugged in?

I m not quite sure it's possible to measure fps while "browsing" tbh... 

 

 

Maybe your internet just sucks? this sounds like lag to me not gpu issue.
