Windows doesn't boot, but BIOS does

So I have just upgraded my CPU from an i3-8100 to an i9-9900k. My motherboard is a Z370P-II, when I turn the pc on it posts and I'm able to get into the bios and configure settings however, when I try to boot into windows it freezes on the loading screen ( the screen with the spinning dots). I also cannot get into automatic repair mode as it also freezes when that is loading. After leaving it on the frozen screen for around 10 minutes nothing has changed.

I mean usually this works just fine, but I'd assume that this is causing the issues.
I recommend to create a windows bootable USB drive and see if you can get into the installer. Then create a second partition on that drive (as long as there is enough space left) and boot into a new install. Then you can backup all your files and delete the old partition.
