I found a  Zotac 1660ti and Asus Phoenix rtx 2060 for same price.

The  Phoenix 2060 has only one fan. I am worried about overheating.

Which one is the safe/better choice?

Ps- I am targeting 1080p High ~60hz gaming

The 2060 is a tier above the 1660ti so it will perform better. If you're worried about overheating (which the GPU has measures in place to avoid), then you can set a custom fan curve or undervolt it and retain 98% of the performance at a lower power draw.
 

 

However, in terms of the pure experience of both cards, the 1660ti will be better. There is a difference in performance, but that difference is quite small (below 10%) which wouldn't even be noticeable if you're only targeting 1080p high settings at 60fps. The 1660ti will be quieter and cooler and you won't need to change anything (like fan curve or undervolting) when you get it which can take some time. You will also get more overclocking headroom which can even further close the gap between the two cards.

The more I learn, the more I realise I don't actually know anything. 

 

Recommendations: Lian Li 205m (sleek, pretty decent airflow for a non-mesh front panel and cheap), i5-10400f (Ryzen 5 3600 performance, 20% cheaper), Arctic P14 PWM fans, Logitech g305.
