Im experiencing awful performance

Hello everyone, i have a low-medium end pc: i5-7400, 1050ti 4gb oc, 8gb 2133mhz, and half a year ago, it worked really good, but now, it wont run gta v on 720p over 60fps, i did something on the bios settings, but i returned it to default, installed a new os, set everything to performance on nvidia control panel, set cpu to run faster on cpu core parking, cleaned the pc, put new thermal paste on the cpu, but nothing works, does anyone have any idea how can i make it run good as before (the pc was put together at september 2017)

I have installed the newest geforce game ready driver, realtek audio driver
