Do NOT plug you HDD just try to boot from a Live USB Linux disk (Linux Mint Cinnamon will do the job) which you can create on a spare PC or a Laptop and check the rest of the components from Linux environment.

Anyway you can buy a new SATA SSD and try installing Windows over it. Your old HDD is probably dead and causing a short circuit to your new PSU.

So yesterday, my computer just shut down while gaming. After some checking I found the PSU burned out. 
 
I got a new PSU and if I only connect the 24 pin and CPU 8 pin and GPU PCIe cables, the computer will POST. However once I connect the rest of the cables to the PSU, a 4pin and SATA, the computer will no longer POST and the motherboard illumates the CPU LED status light.
 
I have tried replacing the cables and still nothing.
 
Any help will be appreciated.
