Mobile CPU Turbo Boost

Only 4.19, you're funny. No, but seriuosly you won't see all cores boost to the max. That's how the cpu was designed to avoid damaging it. On some laptops you can force it to but that could cause the device to either clock even lower or fail eventually. Just leave it as is and be happy you even get 4.19 on all cores. Other laptops will go below 3 ghz on all core workloads.

Your CPU has a single core turbo boost to 4.5ghz. Dual core turbo boost is as you found out is set to 4.2ghz. I am not sure how you could set single core turbo boost to apply on all cores.
