Displaying Problem

So I got my hands on a fanless R7 350 with one chunky heatsink. I tried plugging it in my PC but no display comes out. I didn't want to put my fingers on the heatsink since I didn't want a mild burn to just see if the gpu starts.. I can see it has a fan port but the previous owner told me it worked just fine without one. I haven't tried reseting the motherboard yet. When I plugged my old gpu back it worked just fine. Anyone got any clues? I connect it thru a DVI to VGA connector since my monitor has only one VGA port and nothing else. Should I try connecting it thru HDMI to the tv?
