Do I need a better PSU for factory overclocked GPU

Got a Gigabyte RTX 3070 OC, I've read online that 3070 needs a 650W PSU. But my question is, Do I need a better PSU for factory overlocked GPU?

What PSU do you own now?

650W should be ok for a normal gaming rig with 3070, but only if it's a good quality unit

for a 3070, anything that is tier A
