Monitor wont run at 144hz on desktop

So lately I've noticed that whenever I boot my computer everything is fine, but after some time, the cursor stops feeling "144hz-ish". Now, this is weird because in-game, nothing feels like that (except for the cursor). And that's in every game I play, they all feel like 144hz but the only thing that doesn't is the cursor. I've tried reconnecting my monitor, changing the refresh rate in both the windows options and in nvidia's control panel. For some additional info: I've also gone to testufo.com and it fails to vsync. same thing happens in Web browser "VSYNC synchronization", display Hz, and input lag tester (vsynctester.com)

What monitor are you using and how is it connected to your PC?

Asus VG248 and it's connected via display port cable

Having the test fail seems odd, have you changed any other hardware recently (GPU)?

nope, this started happening out of no where

I was going to say that the only change I've had recently is getting new ram but I don't think it has anything to do with that?

Seems odd that it would happen out of the blue. Check into your mouse settings and see if there is driver updates available.

Typically I would think there is an issue with your refresh rate, so worth ruling that out first. Drop down to 60Hz and see if the UFO test works then, and see if the mouse feels 'normal' at 60Hz, then switch back. If you have another mouse to test also try that.

 

Not sure any of this might help but worth digging into if you cannot resolve it otherwise.

well I've tried going back and forth in refresh rates to see if that would change anything but it doesn't. something else that may help is that whenever that starts to happen, my audio also starts to clip and the computer almost feels a little tiny bit slower but honestly that may be me overthinking but who knows.

What is your audio playback source, the monitor as well?

nope. One thing to note is that my internet seems to suffer as well when this happens so im thinking its not the monitor itself but something to do with the pc? I know this because I noticed my internet was slow but when I went to go check it was so bad. so I took my mom's computer and plugged it with ethernet (my pc is also connected through ethernet) and the connection was fine.
