what cards to buy or not to buy? rtx3000( 3060ti/ 3070)

Hey,
 

are there 3060ti or  3070 cards which one should avoid buying? Even if they are in stock?

 

I am currently planning a pc for a friend.

CPU will be the 3700x (will be overclocked on a MSI b550-a pro) since it is currently 200€ cheaper , or would be 150€ cheaper msrp since the 3700x is available in Germany for around 300€.

Now to the gpu.
It will be the 3060ti or the 3070, that is the plan. (for time being until the situation gets normal again a 970 must do the job ...)
 

Also for a psu , how much power would I need?

ssd: samsung evo plus 1tb nvme

cpu cooler: nh u12s(or the dark rock 4 (not pro) if it is not too big and blocks the ram slots) noctua claims the 12s is enough for best oc for 3700x on their website (would also appreciate some help regarding ram clearance )

case: coolermaster nr600 with odd bay for blu ray disc drive

mb: msi b550 a pro (still cheap but good b550 mb)

cpu: ryzen 7 3700x

gpu: 3060ti/or 3070, for now gtx 970...

)
