Could You explain how did You get to this error? What did you do prior to this issue? Give as much info as possible, so I (or anyone else) can get you accurate help. Right now, this is no enough info.

I'm replacing my old mobo and cpu, except for the GPU GTX 750 ti. when i turn on my PC, the monitor doesn't get a signal (" NO SIGNAL"), I want to know what is the problem? is it my GPU is to low or old for my new mobo and cpu?? is it compatibility issue?? or do i need to update my BIOs??

Its not compatibility issue. PCIe2 cards work with newer versions of same slot. The issue can be either power delivery (to CPU or to GPU if it has extra power delivery option), or you have connected monitor to wrong place.

Okay, so there is a start.

First, double (hell, triple) check if everything is connected correctly to your MOBO and I mean EVERYTHING. Even if you already did that, do it again. Maybe try to take some hi-res photo and post it here.

If all good, than consult your MOBO manual and check for any error codes. It should tell you where on MOBO to look for some diagnostics, LEDs for example. If you find something, continue according to found problem. If you find some error and do not know what is means, put it here.

If nothing, check your monitor connection. Than, if you have selected the right input in monitor OSD (some monitors do not detect inputs automaticly). Try different ports on Your GPU maybe.

If your PC boots up, and all you problems are not getting video output, try to connect remotely to booted OS from another computer (RDP for example) and install proper drivers.
