Computer won't turn on! Please help!

I managed to fix it by taking out the cmos battery and reseating my ram. I did them at the same time so i dont know which specifically fixed it but thank all of you for your replies 

So today I added an ssd to my computer and long story short I forgot to plug my gpu power cord in and tried to start my computer twice.

 

After I realized my mistake I instantly plugged the gpu back in and tried to boot again but nothing changed. There is no output and my keyboard and mouse aren't lighting up.  The fans are spinning. I have tried removing the ssd. I have tried clearing the cmos. I have tried another gpu. Have I fried my mobo bymaking my gpu take power only from that?

 

 

I have an r5 1600, 16gb of ram, rtx 2070 super (tried with an rx 480 too)

13700k, 3070, 32GB@3200

I tried with an entirely different gpu and it still didn't work

I touched my tap which is supposed to ground me but still I thought static wasn't an issue anymore
