I want a small PC that has low power consumption and is powerful enough so I don't get annoyed.

I thought about following: 2700X, 1600 AF with the rx550 or the new 4xxx zen2, 3000g APU. I could use the AsRock x300 barebone.

Two things wrong with this statement:
Zen 2 is Ryzen 3000.

The Ryzen 4000 chips are mobile chips, not compatible with AM4.

Ryzen 5000 is Zen 3.

(Mostly) on topic:

The 3000G is the Celeron of AM4.

1600 AF is pretty much the same thing as the 2600.

2700X has 8 cores/16 threads, but it is Zen+.

I personally would try and get a Zen 2/Zen 3 chip with a Mini ITX board, case, etc. once prices (hopefully) stabilize next year in February/March.
