logitech g25 no steering input

i recently bought a Logitech g25 steering wheel  on eBay what was sold as faulty when opening it found the optical wheel had broke.

 

i ordered a new optical wheel on eBay and fitted it but still the wheel just turns on power up and that's it  still don't register steering movement.

 

when powering on the wheel turns 3 times then nothing and power light is flashing

 

can anyone help solve this issue
