Fan curve is not applying correctly

Hi, I just build my first pc and I am having some questions about fan curves. I set my fan speed in the bios (I have an MSI B450-A Gaming Pro Max), that when the CPU hits 65C the fans should ramp up to 75%. When doing a CB R20 run I monitored it with MSI Afterburner. The CPU hit 68C but the fans stayed at 33%. How do I fix this (preferred without any software that only applies the fan curve while runnning). I got the AMD R3 3100 with stock cooler, and fans that came with the case, connected via MOLEX and 3 pin.

 

I also have another question about the fan curves. Is there a way without any software that needs to be running the whole time, to set a fan curve for the GPU (MSI GeForce GTX 1650 Super Gaming X). Because it hits 50C without even spinning the fans, which is probably fine but I prefer it at 30C with 20% fan speed. Now I do it with MSI Afterburner to set the fan curve, but when I close the program the fans stop spinning.

Can you take a picture of the bios page with fan settings?

From my understanding that would require modding the vbios, from what I can suss out there's no widely available means to do that though.
Sure would be nice if Afterburner made it minimize to the tray instead of killing it... at least add an option.  I just got used to not hitting that particular x though
