Gigabyte 2070 Super fans are not working properly, super loud.

This GPU has 3 fans, and the one on the right does not turn on. Also, the other two fans are at max power all the time, unless I shut off my PC. I have tried using afterburner and Aurous but none of them work to turn down my fans. According to Aurous engine my GPU temp is sitting at a comfortable 25 degrees, so there should be no reason for the fans to be on at all.
