Strange GPU Usage

I am using RTX 3070 FE / Ryzen 3600 stock / 2x8gb 3200mhz CL16 RAM alongside with a 1440p 144hz G-SYNC monitor. 

While playing RDR2, my GPU usage fluctuates from 75-95 percent (higher percentage always being outside the city), however, my CPU is never used above 80percent. (I am using HW Unboxed RDR2 settings)

If I set the settings to ULTRA, my GPU usage looks normal - about 95-97 percent. 

Same thing with GTA V - 1440p ultra @ 4x msaa / 1.25 scaling - All fine. 

1440p ultra @ no msaa/scaling, GPU usage can drop as low as 60 percent in the city, with FPS dropping to 80 from ~120. 

Is that fine or I am getting bottlenecked by my CPU? I am getting 8500 score and 64fps on average in 1080p extreme superposition, which is fine, I guess. However, the CPU never hits 100 perecent.

Maybe it is just that you reach 144fps and the GPU throtles down a bit since it doesnt need the extra power...

You are ruining the GPU on x16?

Its simply a cpu bottleneck. Although your cpu isn't at 100% usage that doesn't mean it isn't the bottleneck. If one core gets fully loaded it can even result in a bottleneck. I wouldn't worry to much about it honestly.

I do not reach 144fps, yes, the GPU is on x16

I thought about SC bottleneck, that might as well be the case. Now im doubting whether to keep 3600 or upgrade

To be fair you are running your game at settings that would intentionally run into a cpu bottleneck. I mean if you up the graphics settings then you will have full utilization of your gpu. Granted I honestly couldn't care less about utilization but rather care about performance. If the fps i get in game is nice and smooth and I am satisfied with its performance then I really could care less about utilization.
