Potential HDD failing

I’ve been trying to install The Sims 4 on my computer and I used to not have any problems with installing games, but recently I’ve ran into a ton of issues. The game shows an error message right before startup and after some digging I found out it should be a language pack problem, none of the solutions fixed it. 
 

I had the same problem with Cities Skylines, but reinstalling windows fixed the issue there. I got to the point where I’m literally transferring game files from one pc to another and it still runs into the exact same issues.
 

On top of everything my hard disk has been getting slow and making strange sounds while writing or reading large files to the point where file explorer crashes (I’m running windows on an ssd). I’m wondering if these issues are signs of HDD failure. Can anyone confirm?
