Laptop fan spinning but not cooling.

My Dell laptop ( 3567 ) is having a huge trouble with thermals, one day i heard a loud nouse coming from the cpu fan and i opened my laptop to start cleaning and all, everything okay, but now my thermals are worse than before ? my cpu now throttles at 1.8ghz ( the max is 4ghz ) even though my fan is running at max speed ( about 5400 rpm private jet style ).
