Pc locking up?

So today and last night my pc started locking up. Whenever I'd exit a game it'd lock up and I could restart and it'd be fine. This morning I cant get even 3 seconds out of logging in. It will boot up and launch programs and seem fine. But when I start doing things it'll slow. Not frozen. Like I can move my mouse and click things but nothing will load or do anything. I cant restart or shut down even with ctrl-alt-del (I can get to it but won't work). I've already reinstalled windows and reinstalled all my programs. Still happened.  Specs below.

Ryzen 3600

Tuf gaming x570- plus (wifi)
Nzxt z63 280mm fans and radiator
EVGA GeForce rtx 2070 super
32 gb corsair vengeance RAM
ACER 27 inch 144hz
Asus 21 inch 165hz
1tb ssd
2tb hdd seagate
Powerspec 650w gold
Also 3 LL120 corsair fans

Could be a bad hard drive. Use the hard drive's manufacturer's tools to test them.

Windows isn't installed on it but I'll give it a shot.
