low gpu usage

I have a gtx 1660 super, and a i7-3770, 16gb of 1333mhz ram. my cpu and gpu are at only 50 percent usage most of the time and i get way lower fps. pls help, this only happens in gta V, every other game is fine. thanks

Is the graphics card in the top PCIe slot? On most motherboards, lower slots run slower. If it is in the top slot, you might have a RAM speed bottleneck.

yes it is in the top slot, also this issue is just in gta v, no other game.

I have same problem 

 

 

1660 ti

Ryzen 5 2600

16gt 3200mhz ram ddr 4

 

My average gpu usage is about 60% 

 

What should i do!!!!!
