Is i5-10400f bottlenecking an Radeon r7 360oc?

No. That's completely insane, the R7 360 is an extremely outdated card that wouldn't even be bottlenecked by a Sandy Bridge i3.

Unless you are running games at 144p. Hell No. Yes I mean 144p not 1440p.

So , if I play a game with this setup , I’ll get good FPS, I’ve upgraded from an i3-6100 but now I don’t have enough money for a good graphics card

Should have upgraded your GPU, a 6100 is fine but an R7 360 sucks
