Windows boot screen with cursor after fresh install

So I just built a new PC yesterday and can’t get into the windows setup screen after booting from a fresh install. I can move the mouse cursor and if I press windows+P for example there’s a blue spinning circle around the cursor but the screen remains on the windows logo. (the spinning circle under the windows logo is frozen) 

my specs are:

ryzen 3600

rtx 2070 super

Msi b550 gaming edge WiFi

2x8gb ddr4 Corsair vengeance rgb ram 3600mhz

Ive tried different setups of ram slots,

different monitors and cables, Another GPU, another ssd and I’ve downloaded the windows iso file twice and copied it to usb with 2 different programs so far(Rufus, universal usb installer) but nothing changes and will always end up on this screen after a fresh install. 
 

it does feel like it’s not displaying the setup screen correctly, anyone have any help or suggestions please?
