Download Speed Issue..

I ended up fixing the problem everyone. I just did a Windows reinstall without deleting any files on my drives. Maybe I must've messed with something in the registry. I'm not sure honestly what the issue was, but I'm glad it's fixed now. I'm getting over 400mbps.

This is honestly my first time ever seeking out a forum for some help because I cannot find ANYTHING online to help me out. 

 

So I recently upgraded to a 400mbps internet plan from Spectrum and I bought 2 cat8 ethernet cables for my brother and I. His is a 40ft cable and mine is 30ft. We have a Netgear Nighthawk R7000 router with a Netgear CM1000 modem. Both capable of handling up to 1gig speeds. I have a Realtek ethernet adapter in my PC that's also supposed to be handling 1gig and I made sure to update the driver too. 

 

Somehow, my brother's download speed on his PC skyrockets to around 450-500mbps, while mine throttles around 200-225mbps. I have better PC specs than him as well, although that doesn't really matter since we're talking about download speed here. I have an adapter capable of handling the speeds and yet I cannot reach that 400+, but my brother has no issue. We even tried to switch the ethernet port that my cable was in and put the cable in the one that his was in instead, and that still didn't work. Is there some sort of software or something that could throttle my speed so much..? I'm truly confused and have no idea what the issue is. Maybe I just have to factory reset my PC or something?

How do you measure this download speed?

Are you running it the same time as your brother?
