Will a PCIe 3.0 x1 slot bottleneck a Dual Port Gigabit PCIe card?

Probably be fine. PCIe 3.0 1x should be capable of at least 750MB/s in each direction with overhead and everything accounted for. Dual gigabit would peak at 250MB/s
