One day I'll be using it just fine. The next day I wake up, computer on throughout the night (no sleep mode or anything), my webcam just straight up doesn't work. Go to Logitech Gaming Software, says "In use with another program". Check Process Explorer, it shows LCore.exe is the only application using it. I go to Device Manager, try to Disable it, endless spinning loading loop. Go to uninstall it, endless install loading. Go to "Scan for Hardware Changes", endless scan loop. Unplug the camera, plug it into another port, nothing. The ONLY thing that fixes it is a computer restart. And I rather not restart my computer and everything every single time this happens. Does anyone know where to start to fix this problem or has anyone ever encountered this problem before?

Nothing is truly random with computers.  Pseudorandom and apparently random happen a lot though.  
 

not knowing what lcore.exe was I looked it up. https://www.file.net/process/lcore.exe.html

 

its apparently Logitech brand stuff, and has a history of problems, though those are quite old.  It apparently runs all Logitech stuff.  Is that webcam the only Logitech device you have?

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

If your keyboard and mouse are also Logitech it becomes problematic to try and reinstall Logitech software.  There is probably some sort of work around for this.  You can’t be the only person to have multiple Logitech peripherals.
