With a GPU with dual bios features, I'm considering utilizing the dual bios feature and flashing one with a custom bios. Two main questions. Where and how. Where would I find a custom bios from a reputable source and is there a good guide (by like GN) to actually do it without completely breaking my new toy.

All this at 2 different sites I can think of to help you.

Techpowerup has NVFlash (I'm assuming you're flashing your GTX 1070). Unfortunately Tpu doesn't have a bios editor for anything past Maxwell as modern cards are encrypted.

If you're planning to get and flash an AMD card then check out AMDVBFlash by Patrick Schur on github.

Actually, I'm not using the 1070. I literally just put in a 3070.

Congrats on the upgrade! While I did see one person that had flashed their RTX 3090, the 3000 series isn't supported yet on the NVFlash tool. The Techpowerup repo does have 3000 series VBIOS though.  As for decrypting and tweaking said VBIOS, glhf
