USB Ports unable to charge deviced when PC turned off

I don't know exactly what to do here. On my old PC, I was able to charge devices, mainly my Viper Ultimate, when my PC was powered off. I upgraded about 2 months ago, but I haven't noticed any power going to it when I have the PC turned off. I would like for my USB ports to provide power when the PC is turned off, so where exactly would I look in the settings or bios to make them do that? My new PC is running Windows 10, and I'm using an MSI MAG B550m Mortar WiFi motherboard.

Selective Suspend is already disabled in Advanced Power Settings > USB Settings.
