cant record without bad frame drops

idk what is going on but recently out of know where my pc has been getting worse fps and frame drops and my obs keeps stuttering and running real bad. 

i have a 

ryzen 7 1700x which im pretty sure is the problem 

i have a gtx 1060 3gb 

16gb ddr4 3200mhz gskill trident z

 

it wasnt doing this a few weeks ago so i do not know what is going on if someone could help that would be great thanks.

 

edit i am going to reinstall windows fresh tommarow and put some new thermal paste in as well. i also will update the drivers now just incase any of those three things were the problem.

in OBS's menu:

output--> second tab "recording"-->second group of options "CPU usage preset".  What is it set to?

Set process priority to high, are you using NVENC or H.264?

my cpu preset is set to very fast which is what its always on

its not just obs im laggin in games aswell

You need to log some data to see what's going on. CPU/GPU usages + temps for example.
