TV With a PC? (Help)

I'm trying to set up a tv for an arcade machine I recently built. I need the tv to turn on when I turn my pc on and off when I turn my pc off. Is there a program I can use to do this? If not, does anyone know another way?

Unless the TV is made to turn on or off when it detects signal or when signal disappears I think you need to buy a remote that can work with the PC and TV. I have a Logitech remote that will work with some laptop models but other than that I don't know of a way.
