So I'm about to get the quest 2 and I really want to play VTOL VR. so could it run it. And is the Rift S better?

You should be able to run it, but not in standalone mode. You'll have to get an Oculus Link cable and run it through Steam VR on your PC. I don't think getting the Rift S will make any difference as far as performance goes. And you lack the standalone functionality for other non-Steam VR games if you go with the Rift S.
