Has anyone else had issues with stuttering/ frame hitching? When playing on my 3090 my frame rate stays around 80 on mw or bf5 at 4k, but its like walking into a dark room with a strobe light. Its nuts.

I9 9900k 5.2 ghz

32 gb 3866 ram

850 supernova gold psu

Asus maximus z390

I9 9900k @ 5.2 Ghz 24/7 (5.4 Ghz benching) 

Evga RTX 3090 ftx ultra 

32GB Gskill trident z 3866 Mhz

1000 watt evga gold psu

I was thinking that might be the case. Maybe I might but  1000 watt

I had this problem on my RTX 3090 FE, but it was only apparent when locking the framerate with *Fast Sync* and Rivatuner RTSS to enable Scanline Sync (to cap the FPS at the refresh rate), and making sure the game ran fast enough so it would never go below the refresh rate.  It did not appear with Vsync enabled at all, just Fast sync+scanline sync.

Taking the card apart and re-padding the entire back hotspots directly on the PCB (re-did the RAM pads also) with fujipoly + thermalright odyssey 1.5mm thermal pads fixed that all up.

I ordered a new 1000 watt psu, will see if that helps. I spoke to evga, they told me it was my monitor causing the issue. Thats hard to believe since my old card did not have this issue. They told me I should expect stuttering if v sync is off, thats not my experience with any other card.
