if it doesn't have this badge on the box of the motherboard, it's not going to work. You would need a first or second gen Ryzen CPU to update the BIOS.

I have the badge, but the cpu fan should start in anyway but it doesn't

well if the CPU cooler won't spin there is some problem. Might be the power supply, do you have a friend's PC to test with?

I built the pc 2 times, checked everything 100 times, the last thing left is the psu which I think is broken somehow

without another PSU to test with, I think the only choice would be to send it in. If the power button triggers some activity, that means the motherboard probably works.
